President and CEO

Paul has been the CEO of NorLand since July 2023. His appointment as CEO comes after serving as NorLand’s Senior VP of Infrastructure since 2017. He brings over 25 years of construction, heavy civil and environmental industry experience, including a diverse background in operations, project management, business management and finance. He holds a Master of Business Administration degree from Queen’s University and a Bachelor of Science degree from the University of British Columbia, and he is a Certified Management Accountant. Before joining NorLand, Paul served as President of Envirocon Environmental Services, ULC (part of the Washington Group of Companies) overseeing operations across Canada.

Jatinder Heer joined NorLand Limited as Chief Financial Officer starting February 2024. With over 20 years of experience in strategic finance roles, predominantly within multi-disciplinary construction companies with both local and international scope, Jatinder brings a wealth of knowledge to the team. A CPA, CGA, and holder of the Envision Sustainability professional designation, his expertise includes complex financial management, operational and project job costing, risk mitigation, and leadership. His role is pivotal in supporting NorLand’s journey to operational excellence, emphasizing a people-first approach, process improvements, and technology implementations.

Scott has spent over 40 years involved in the engineering and construction of transportation and utility projects in Western Canada. Scott’s experience and familiarity with British Columbia’s physical and logistical challenges ideally position him to lead NorLand’s pursuit of major infrastructure opportunities. He has overseen the expansion into partnering with large international and national contractors to grow NorLand’s technical base to better serve existing and future clients. Scott represents NorLand on Executive Committees of major construction joint venture partnerships, such as the South Fraser Perimeter Road in Surrey/Delta, the Fairview Container Terminal Expansion in Prince Rupert, and the Highway 91/17 Upgrade in Delta.

Cam Green is a seasoned executive with over thirty years in the construction industry, focusing on operations and business units across various sectors. He has a significant track record in project delivery, particularly in Western Canada. Cam holds a Bachelor of Applied Science in Civil Engineering from the University of British Columbia and completed the Next Generation Leaders Program at Ivey Business School. His roles have included Vice President at Aecon Major Projects West, where he successfully delivered multi-million dollar projects and oversaw business development and safety initiatives. Additionally, his expertise spans commercial management, change management, and indigenous relations.

Lydia Tay joined NorLand as Vice President of People & Culture in May 2024, focused on the development and delivery of exceptional employee experience and development programs. Previously at FirstService Residential as VP of HR for Western Canada, she’s known for her work enhancing workplace culture. With a CPHR and PROSCI Change Management designation, plus an MBA from the University of British Columbia and a Bachelor’s from Durham University, UK, Lydia’s leadership aligns NorLand’s HR initiatives with its operational goals.

Kylo brings over 15 years of experience and expertise in Information Technology to our leadership team. He holds a Masters degree in Information Systems and has a solid record of achievements in spearheading the strategic transformation of information and communication infrastructure, systems, and technology teams to promote the achievement of organizational priorities. Prior to joining NorLand, Kylo served in the role of Information Systems Manager at Restaurants of Jamaica, where his IT leadership led to the modernization of systems to support organizational expansion and enable data-driven insights for transforming business processes. He developed an efficient IT team and instilled a culture of co-creating value for the organization. In his 3.5 years at NorLand, Kylo has been instrumental in developing Norland’s internal IT team, demonstrating his commitment to Helping Build Enduring Communities, Together. With his broad knowledge base and industry insights, Kylo is an asset to the NorLand team.

Lewis Clarke graduated with honours from the Mining Engineering Technology Program at the British Columbia Institute of Technology in 2002. Lewis has a strong background in estimating and project management and has directed projects throughout North America.  He is a member in good standing of the International Society of Explosives Engineers and is currently serving as Treasurer of the Western Canada Chapter of the ISEE. As the Director of the Equipment Division, Lewis leverages his extensive project experience to ensure that NorLand’s projects are equipped to meet and exceed client expectations.

Sean Frost has a wide range of construction experience having worked in all aspects of the Lower Mainland civil construction sector for over 30 years. Sean holds a Civil & Structural Engineering Technical Diploma from BCIT and is a member of the Applied Science Technologists and Technicians of British Columbia. His diverse background started in surveying through to estimating, supervision and project management to construction management, executive oversight roles on major projects, which led him to his current position as Vice President of Operations for NorLand. In his role, Sean ensures that the commitments to our partnerships are upheld and that client satisfaction remains the highest priority.

Director, Estimating

Troy Walsh is the Director of Estimating at NorLand. Troy holds a Gold Seal Certification from the Canadian Construction Association and is a member of the BC Roadbuilders REAC Committee. His career began at NorLand in 2006 working in the field as a Grademan, and evolved into roles such as a Pipe Shooter and Crew Lead on large projects, to Estimator and Project Manager, to Estimating Manager with BEL Contracting. Currently, Troy oversees the estimating process for all of NorLand, encompassing standardized procedures, methods, and processes for estimating deliverables.

Brooks has been with NorLand for more than 17 years where he serves as VP of Health, Safety, Environmental & Loss Control.  He was appointed to the WorkSafeBC Board of Directors as the Health & Safety Representative in 2015 and is a former Chair and current board member of the BC Construction Safety Alliance Board of Directors. Brooks is also Secretary Treasurer of SkillPlan and is a trustee with the Construction Industry Rehabilitation Plan. He holds a Diploma in Occupational Health & Safety from BCIT and is a Canadian Registered Safety Professional. He obtained the Chartered Director designation from The Directors College in May of 2017.

Brad has over 20 years of experience in the construction industry.  In spring 2013, he joined NorLand as Business Development Manager, building new business opportunities through key client conversions, marketing and promoting the organization’s brands.  Having received his engineering degree from the University of British Columbia, Brad is a Registered Professional Engineer (P.Eng.) and a member of the Association of Professional Engineers and Geoscientists of BC (APEGBC).  Brad previously worked for SNC Lavalin on large Civil Infrastructure projects as an Engineering Manager specializing in Design-Build and Public Private Partnership projects both on the proposal phase and execution.

Sam has been Chairman and Principal Shareholder of NorLand since 1989 and is the President and Founder of Innovex Equities Corporation, an investment and acquisition holding company.  Sam was formerly the Chairman and Principal Shareholder of Versacold Corporation – the second largest independent cold storage logistics company in the world with 85 locations globally when it was sold in 2007 – and of Preisco Foods and Tier One Sales, industry leaders in Western Canada for wholesale grocery distribution and food brokerage, respectively, when they were sold in 2001.  Prior to 1985, Sam was one of the first employees of Intrawest Corporation, a leader in experiential destination resorts, serving as Vice President of Corporate Development until his departure to found Innovex.  Sam has been a member of YPO / WPO since 1993 and was Chairman of the Saint George’s School for Boys Foundation Board for five years through 2012.

Dale has been with NorLand since 1971 when he and his two brothers, Dennis and Brian, purchased Pacific Blasting Co Ltd.  Dale worked his way up from being a controlled blasting specialist to serve as President of NorLand for 28 years, becoming Vice Chairman of the Advisory Board after stepping down in 2016.  His invaluable experience working in the field and leading NorLand’s diverse businesses allowed him to serve as Chairman of the Construction Labour Relations Association for 4 years.  Dale has also served on the Board of Directors of Skillplan (BC Construction Association Skills Improvement Council) and the Labourers Training Plan.

Don has over 35 years of infrastructure development and financing experience. He has held leadership positions in the development, implementation, operation and governance of transportation, electricity generation and transmission, water and wastewater treatment and accommodation projects. He has led acquisitions on behalf of corporate and pension fund investors and led the creation of Streetohome, a successful non-profit initiative to develop supportive housing in the City of Vancouver. He has governance experience in public, non-profit and private sector organizations. He chaired the Victoria Wastewater Treatment Project Board, the Transportation Investment Corporation and Vancouver Community College. Don is the Board Chair of Houle Electric Ltd. and is an Advisory Board Member of NorLand Ltd.

Tim served as NorLand’s CFO from 2002-2021 and as Executive Vice President since 2016.  Tim is responsible for company finances including acquisitions, corporate strategy, partner relations, treasury activities, tax planning and accounting.  He is involved in numerous construction industry organizations and is currently the past Chair of the BC Construction Association Group Benefits Plan.  Tim is also a past Director of the Road Builders and Heavy Construction Safety Network. Prior to joining NorLand, Tim served as CFO for the Jim Pattison Group’s Out of Home Media Division, Canada’s largest outdoor advertising company.

Liz has worked with the Chairman and the NorLand Board since 2015 and has over 25 years of experience in financial and regulatory roles. Liz articled at KPMG where she obtained the CPA, CA designation and completed the In-Depth Tax program. She has worked in public practice in the areas of audit, tax and Canadian SOX consulting, and in a variety of industries including retail, mining and biotech, as well as for the BC Securities Commission. Prior to joining Innovex Equities Corporation in 2015, she was the Director of Ethics at CPABC where she was instrumental in developing the investigations department and program when the three largest accounting bodies in BC merged to form CPABC, representing approximately 30,000 accountants at the time. She holds a Bachelor of Commerce degree from UBC and brings a breadth of financial and corporate governance experience to NorLand as a Board Advisor.

Anibal holds a UBC Civil Engineering degree and has extensive knowledge in the construction industry. He spent 38 years working for Canada’s largest general construction firm, PCL Construction Group, starting as a field engineer on Vancouver area sites and gradually taking on more responsibility. In the late 1990’s, Anibal’s responsibilities grew to managing all the operations in Saskatchewan and then eventually relocating back to Vancouver as Vice President and District Manager. In this role, Anibal established company records in new work volumes and profits in PCL’s operations in BC and the Yukon. Anibal has been very involved with construction industry related boards having chaired the Saskatchewan Construction Association (SCA), the Vancouver Regional Construction Association (VRCA), the BC Construction Association (BCCA) and the Canadian Construction Association (CCA). In 2013, Anibal was awarded a Queen Elizabeth II Diamond Jubilee Medal designated for Canadians demonstrating outstanding service in the construction industry.

Eric is the Chair, CEO and a Partner of Alder Bay Equity Partners, a Vancouver based private investment fund. Eric is a hands-on business advisor who helps management, boards, and owners of privately owned businesses succeed by developing better business strategies and understanding and responding to the challenges and risks they face. Eric has over 40 years of business and financial experience with many families and their businesses during his tenure at PwC including a term as the global leader of the Private & Entrepreneurial practice and the Chair of PwC Canada. Eric is a Board member of OpenRoad Auto Group and has served as the Chair of the Advisory Board of Nature’s Path Foods.

Spencer is a co-founder and the CEO of Strong Haulers, a social venture startup that uses data to make symptoms predictable for people living with chronic health conditions, such as post-concussion syndrome, which Spencer has lived with since late-2019. Spencer has worked in a variety of roles both in and outside of NorLand, including in business development & partnerships, corporate development & strategic planning, board engagement, finance, and social impact planning. He has global experience with work stints in the United States, Canada, Hong Kong, the U.K. and Colombia. Prior to becoming an Advisor, Spencer’s most recent role at NorLand was Manager of Corporate Development & Strategy where he worked closely with the CEO, Dave Reynolds. Spencer has a Master of Public Policy from the University of Chicago and a Bachelor of Commerce degree from Queen’s University.
