78th Street Interchange

78th Street Interchange

  • 12 March 2025
  • by Karen Lawrence

Scope of Work

The 78th Street Interchange project includes:

  • Installation of essential utilities such as drainage, water, and sanitary systems
  • Major roadway and bridge construction, including ground improvements, and paving
  • Environmental works involving planting and revegetation
  • MSE walls and the installation of electrical systems and signage

Challenges & Solutions

The 78th Street project presents several challenges, including the extensive coordination for the relocation and installation of major utilities and roadways. The presence of existing infrastructure necessitates careful planning and execution to minimize disruptions. Our team’s expertise in handling complex infrastructure projects helped to overcome these challenges and ensure project timelines are met.

Additional challenges involved working within an environmentally sensitive area and coordinating with various stakeholders to protect local wildlife and habitats. To address these challenges, BEL Contracting engaged closely with an environmental management group, ensuring that wildlife was not at risk before proceeding with any part of construction.

In addition to the environmental sensitivity, the area brings significant challenges when building roads in the bog due to the high water table Deliberate stagging and sequencing of the construction, accompanied with experienced BEL crews, the challenge was overcome.

Overall Impact

The new interchange will enhance connectivity to Highway 99, reduce traffic congestion on the Matthews Interchange, and improve infrastructure for Parkwood Industrial Estates on 88th Street. The Lower Mainland and Delta communities will benefit from increased local transportation connectivity and accessibility for residents and businesses in the area. This development not only betters the infrastructure in Delta but also reflects our commitment to optimal project outcomes. As we continue to progress, NorLand remains dedicated to delivering exceptional results, fostering strong partnerships, and contributing to the growth and development of the communities we serve.

Scope of Work

The project’s scope of work included complex detours, utility relocation, drainage installation, pre-loading of soft soils, lightweight fills, concrete bridge structures, stone columns, drilled shafts, electrical, and all associated roadworks construction. The project, also in close proximity to Burns Bog, required special management and attention to protect environmental and cultural resource values of this complex ecosystem.

Challenges

Traffic management and temporary detour design was a key component to the success of the team’s execution strategy, this included:

  • Complex traffic management challenges and careful consideration of staging requirements; multiple project stakeholders requiring coordination of work and effective communication of construction progress.
  • Busy intersection upgrade construction while maintaining existing traffic flows and access to multiple businesses and residences.

Scope of Work

The contract awarded to BEL Contracting included a wide range of activities:

  • Removal and disposal of existing coal and sand mix spoil within the work area, including underground utilities such as pile spray mains, water mains, coal wastewater, and dust suppression pipes. This also encompassed the removal of existing underground electrical duct banks and direct-bury cables.
  • The project involved the relocation and modification of an existing pipe bridge along with its associated mechanical and structural components.
  • BEL Contracting also managed the supply and installation of a new coal wastewater gravity pipeline, complete with piled foundations, support, and all associated piping connections. Furthermore, new cast-in-place drainage systems like the A-West drainage ditch and the Western Slurry Screening Facility overflow pond trench drain were installed.
  • Additional work included the supply and installation of new lock block and precast concrete drainage sumps. BEL Contracting was also responsible for setting up power, communication, and control systems for the SW Loop Road Ditch Sump and the NE Ditch Sump.

The project showcased BEL Contracting’s proficiency in handling intricate civil works, all while ensuring the safe and efficient execution of tasks. By successfully completing this phase, BEL Contracting has made a significant contribution to the region’s export capabilities, supporting both current coal exports and future potash facilities.
